Access to Global Research and Education (R&E) Network

SingAREN provides international network connectivity to our global R&E Network partners such as Internet2, TEIN2 and APAN to facilitate research and development projects, serving the local research and education community.

Service Plans

Two classes of services are available under SingAREN Global REN access:

SGD 1600 per Mbps

The above pricing does not include local loop connection from users' location to SingAREN and SingAREN reserves the right to revise and adjust these pricing:

Premium service:
Riding on the POS (Packet Over Sonet) Circuit with the highest level priority, this service is recommended for users who need to run real-time, multimedia applications such as video conferencing over SingAREN. The Low Latency Queueing method is used to guarantee the bandwidth.

Standard service:
Recommended for users who require a fixed amount of bandwidth reserved for their projects. Weight Fair Queue is being used to ensure the allocation of the bandwidth.

Special Members' Rate:
Special SingAREN Service Subscription rates are being offered to SingAREN Institutional Members. Please contact SingAREN Admin for further discussion.

Getting Connected to SingAREN

Local IP connectivity

The SingAREN IP infrastructure is based on Cisco routers and FE/GE switches. Users can connect to the SingAREN network via FE/GE connection.

Users will need to find a service provider to provide an FE/GE connection from their router to SingAREN.

Cost

Local circuit
Users will be responsible for ordering the FE/GE connection and bear all set-up costs and monthly recurring costs of this circuit.

International link
Users need to subscribe to SingAREN service to access SingAREN's international partners network. More information can be found at Service Plans.

Partners' Configuration

Users need to engage their service providers whenever necessary to resolve any issue pertaining to the local circuit connected to SingAREN network. SingAREN will provide advice and assistance in the configuration where necessary. Users will need to use BGP-4 on their routers to handle routing. SingAREN NOC operators will work with users in the configuration of the router.

To subscribe to the service, please complete the SingAREN Application Form [ Word Format] and email to admin@singaren.net.sg.

If your organisation is not a SingAREN Institutional Member and would like to subscribe to SingAREN services, we request that you register as a member.

Service Activation

Please allow 14 working days from the date of receipt of your application to process your subscription request. We will notify you via e-mail or telephone as soon as your application has been approved and your subscribed service is activated.

Service Change

We understand that SingAREN users may need to change or upgrade their service plan in the course of the usage. For example, changing the addresses, service type and bandwidth requirements or the address.

To do so, please complete the SingAREN Service Amendment Form [ Word Format] and email to admin@singaren.net.sg. Please allow 14 working days to process the changes. We will notify you via email or telephone as soon as your request is approved and effected.

Note: Please note that a change in service may incur a change in the monthly subscription fee.

Service Termination

If, for any reason(s), you wish to terminate your subscribed service, please complete the SingAREN Service Termination Form [ Word Format] and email to admin@singaren.net.sg. Please note that one month advance notice is required for service termination

Service Level Agreement

SingAREN will provide at least 99.9% network availability* over a calendar month on its international link.

* Network availability is defined as the measure of the degree to which network is operable and not in a state of failure or outage at any point of time. It measures the total downtime of the network over a month. All scheduled downtime for the purposes of maintenance and upgrading of the network system will be excluded from the calculation while all unscheduled downtime will be included.

General Information
1.

Who can connect to SingAREN?

The connection to SingAREN is open to all Institutes of Higher Learning, research centers and institutes, collaboratories and such similar non-profit organisations involved in research. SingAREN services are intended solely for research and education purpose. Commercial use is restricted. For more information, please refer to the Acceptable User Policy.

Who are your international peering partners?

SingAREN provides international connectivity to the Next Generation Internet community such as Internet2,APAN,TEIN2,etc. With a connection to Abilene in the United States, SingAREN also peers with other international R&E networks such as AARNet, SURFnet, CA*net.

Internet2 is a consortium being led by more than 200 universities working in partnership with industry and government to develop and deploy advanced network applications and technologies, accelerating the creation of tomorrow's Internet. Internet2 is recreating the partnership among academia, industry and government that fostered today´s Internet in its infancy

Why should I connect to SingAREN?

By connecting to SingAREN, you gain access to a global network infrastructure containing relevant international research centers and organisations worldwide that are dedicated to developing technologies for the Next Generation Internet. Your organisation will benefit from being able to exchange ideas and share research findings on an international scale, with professional groups all over the world.

What is the current capacity of your international link?

SingAREN is currently connected via a GE international link from Singapore to Los Angeles, USA. From Los Angeles, it is connected to Abilene at Gigabit Connection. SingAREN also has a 155 Mbps link to Taiwan (ASCC), 155 Mbps link to Japan (NICT), 45 Mbps link to TEIN2, and a GE link to Australia (AARNet).

What applications are used on your link?

Currently, SingAREN is supporting a distance education program, the Singapore-MIT Alliance (SMA) program that runs daily video conference sessions between NUS / NTU and MIT. This runs on SingAREN’s Premium service, which uses a POS circuit with the highest level of quality of service.

Some research centres also conduct high-speed data transfer over SingAREN network.

How do I get connected to SingAREN?

Please refer to the guidelines at Getting Connected for more information. Once the local link is set up, you need to subscribe to the service plan that SingAREN offers.

What service plan does SingAREN offer?

SingAREN offers two classes of services, Premium and Standard service which are priced at different rates. Please refer to Service Plans for details.

How do I subscribe to SingAREN?

To subscribe to SingAREN service, please complete SingAREN Service Application Form [ Word Format] and email to admin@singaren.net.sg.

Please allow 14 working days for processing of your application. Note that incomplete or inaccurately filled forms may delay the processing time or be rejected.

How will I know if my subscription application is approved?

Upon receiving your subscription form, we will evaluate your requirement. If the form is in order, we will notify you via email or telephone as soon as your request is approved and effected.

12.

Can I switch from one plan to another if there is a change in my requirement?

We understand that during the course of your research you may have different bandwidth or service requirement. You can switch from one plan to another by filling in a Service AmendmentForm [ Word Format]. The new service subscribed, if available, will take effect on the following month.

13.

Do I need to give any notice to terminate the service?

You need to give one-month notice for termination of service by filling in a Service Termination Form [ Word Format], failing which one-month service charge will be levied.

Billing Information
15.

How will SingAREN bill my organization?

SingAREN will send an invoice at the end of each month to the billing address provided by you in your subscription form. If the service commences after 1st of the month, charges for the month service commenced will be calculated on a prorated basis and added to the following month's bill together with the charges of following month.

How should payment be made to SingAREN?

You may issue a cheque payable to SingAREN, and send to us at SingAREN, 8 Temasek Boulevard, #14-00 Suntec Tower Three, c/o Technology Group, Infocomm Development Authority, Singapore 038988, with the copy of invoice attached.

Payment can also be made by giro. Please contact admin@singaren.net.sg for our banking details.

17.

What is the name of the company if we need to issue a Purchase Order?

Please address your Purchase Order to SingAREN and email to admin@singaren.net.sg. The original Purchase order is to be sent to us at SingAREN, 8 Temasek Boulevard, #14-00 Suntec Tower Three, c/o Technology Group, Infocomm Development Authority, Singapore 038988.
