- The Singapore Advanced Research and Education Network (SingAREN) services
are provided to facilitate and coordinate the development, deployment,
operation and technology transfer of advanced network infrastructure
for research and education and accelerate the development of next generation
network-based applications and services.
- The policies regarding the appropriate use of SingAREN are governed
and decided upon by the SingAREN Executive Committee.
- SingAREN consists of an international link to the United States and
a link to Taiwan. In the US, SingAREN is connected to the Internet2 via
the Abilene network. This provides access to other international research
and education (R&E) networks peering at Abilene.
Within Singapore, SingAREN connects to the universities,
polytechnics and research institutes. These include the National University
of Singapore (NUS), Nanyang Technological University (NTU),
Singapore Management University (SMU), Temasek Polytechnic (TP), Nanyang Polytechnic (NYP),
Ngee Ann Polytechnic (NP), Singapore Polytechnic (SP), Institute for Infocomm Research (I2R), Bio-Informatics Institutes and INSEAD.
- SingAREN may be utilised by organisations and institutions in the
categories as described in the following paragraphs. The acceptance
of these organisations and institutions into the categories is decided
by the SingAREN Executive Committee.
- All Singapore Universities, Polytechnics, Government-linked research
centres and institutes, collaboratories and such similar non-profit
organisations involved in research.
- All other organisations, which have been approved by the SingAREN
Executive Committee. Examples of Tier-2 members include local or foreign
R&E networks, commercial organisations, Non-Government Organisations
(NGOs), and other institutions, participating in R&E projects.
- Tier-2 membership is granted by the SingAREN Executive Committee on
a case-by-case basis, and may be subject to certain conditions (such
as submission of routine project progress reports), and may be of a
limited duration.
- Tier-1 members may be permitted access to foreign R&E networks.
This is subject to approval and negotiation between the SingAREN Executive
Committee, and the foreign network service administration.
- In most circumstances, Tier-2 members will not be permitted access
to these foreign R&E networks, unless otherwise negotiated.
- Access policies to foreign R&E networks will be determined as
and when such connections are established. These networks will be classified
as Tier-2 members.
- Transit connections between foreign R&E networks may be permitted,
and is subjected to the peering agreements negotiated for these foreign
networks.
- Within Singapore, any Tier-1 or Tier-2 member is permitted communication
with other Tier-1 or Tier-2 members, and vice-versa.
- SingAREN provides Internet Protocol (IP) connectivity for its members.
- Only members with projects which have been approved by the SingAREN
Executive Committee, in consultation with project partners and ATM transit
network service providers may be permitted to establish point-to-point
ATM connections.
- All organisations connecting to SingAREN must maintain a separate
link to the Internet through a commercial Internet Service Provider.
Pointing of default IP routing to SingAREN is strictly prohibited.
